So is Map 2012 64bit capable of accessing personal or file geodatabases?

I have a few customers that have been waiting for this functionality.

If not, when can we expect it?

Hi Shawn - there are limitations with the 64 bit drivers for the personal or file geodatabases that are standing in the way of this functionality working (specifically ArcObjects). I have no news on when this functionality might become available. This is however available in the 32-bit version of Map 2012, and was also released as the Subscription Advantage Pack for Map 2011 32-bit.
